DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS      
The Houston Health Department has an exciting opportunity for a Staff Analyst, in the Disease and Control Prevention Division. The selected candidate will perform the following duties along with other duties as assigned:   
  • Serve as lead quality assurance/improvement coordinator for the Division of Disease Prevention and Control (including areas of informatics, epidemiology, laboratory, public health preparedness, tuberculosis control, and HIV/STD prevention).
  • Oversee coordination of data collection, designs and performs programmatic evaluation, and conducts quality assurance/improvement activities.
  • Develop strategies for continuous quality improvement.
  • Determine strategies to monitor and evaluate effectiveness and quality of policies and programs.
  • Monitor operating procedures by conducting audits and assuring compliance with established Health Department and grant-specific quality assurance guidelines. 
  • Develop and monitor adherence to standard operating procedures to ensure high quality data. 
  • Conduct data quality assurance activities and provides reports with recommendations for improvement based on these results.
  • Evaluate statistical and administrative reports to determine problem areas and provide program direction to program staff for a resolution.
  • Develop technological solutions and systems for continuous improvement of programs. Uses technological solutions to collect, store, and retrieve data.
  • Participate in evaluation and design of work flow, processes, various operations systems, etc. and create recommendations to improve performance.
  • Handle confidential information.
  • Perform data storage and de-identification procedures in accordance with institutional and national policies to ensure maintenance of confidentiality and privacy.
  • Compile data, produces information and interprets results through conclusion or recommendation formulation.
  • Analyze and evaluates programmatic public health data. Presents findings and compiles reports for review by the supervisor or manager.
  • Complete special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of medium complexity.
  • Represent supervisor at meetings and functions generally to gather information. Communicates with community members and internal/external stakeholders on data-related topics.

WORKING CONDITIONS     
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. The position is physically comfortable, the individual has discretion about walking, standing, etc.

MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS 
Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

Graduates degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

EXPERIENCE REQUIREMENTS
Three (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.

Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Experience in quality improvement and quality assurance highly preferred. Experience in project management, setting objectives and goals, tracking progress toward measures, and writing corrective action plans highly preferred.

Demonstrated accuracy in data entry/analysis with great attention to detail preferred.

Demonstrated success in use of techniques to enhance efficiency.

Experience independently creating quality improvement/assurance reports strongly preferred.

Master's degree in Quality Management, Quality Assurance/Improvement, Healthcare Quality, Informatics, Public Health, Healthcare Administration, or related field strongly preferred.
 
GENERAL INFORMATION

GRANT FUNDED POSITION
Grants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

Pay Grade 26
